[Tutorial] Create a Simple Template Engine in CI4

I just posted a new blog post that takes a quick look at how you might start creating a template engine in CI4 using the Parser. This is just one possible implementation, and is very basic in what's there, but seemed like a good post to get people experimenting with Parser plugins.
